What Are Patent Pilot & Demonstration Units?

Patent Pilot & Demonstration Units are an incentive policy under which the government provides special funding support to enterprises and institutions in high-tech and IP-intensive industries, after comprehensively reviewing and recognizing their capabilities in patent creation, utilization, protection, and management.

Why Apply for Patent Pilot & Demonstration Units?

Taking the newly launched Shanghai Patent Pilot & Demonstration Unit support policy as an example, the Shanghai Intellectual Property Administration will, in accordance with the Shanghai Patent Funding Management Measures, provide financial support of RMB 400,000 and RMB 600,000 respectively to recognized enterprise patent pilot and demonstration units for project implementation.

Specifically, after successful recognition as a pilot or demonstration enterprise, 50% of the total funding will be pre-disbursed. Upon completion of the pilot/demonstration period, the remaining balance will be paid based on the evaluation outcome: the full remaining balance for an “Excellent” rating, 60% of the remaining balance for a “Qualified” rating, and no remaining balance for an “Unqualified” rating.

Eligibility Requirements

-Enterprises and institutions that have been registered or established in Shanghai for three years or more, have independent legal personality, and meet the conditions stipulated in the Measures for Recognition.

-Those that have not received the same or similar qualification recognition, such as “IP Demonstration Enterprise” or “IP Advantage Enterprise” recognized by the Shanghai Municipal Commission of Economy and Informatization.

-Those already recognized as “Patent Demonstration Enterprises” or Patent Work Demonstration Units may not apply again. Enterprises recognized as “Patent Pilot Enterprises” by the Shanghai Intellectual Property Administration before 2012 may apply for Patent Work Demonstration Units, but may no longer apply for Patent Work Pilot Units.

-Enterprises and institutions found to have engaged in abnormal patent applications or trademark registrations as determined by the China National Intellectual Property Administration (CNIPA) are not eligible to apply.

Application Deadline

The deadline is April 17, 2020. Application materials will no longer be accepted after April 18.

Please note that applying for Patent Pilot & Demonstration Enterprises requires collecting and submitting approximately 300–500 pages of materials. Collecting, organizing, and preparing these materials takes time.

Based on our experience, most companies need two weeks, and even well-prepared companies need at least one week to complete material collection.

We typically need 3 to 5 days to review, supplement, organize, and compile the materials. Therefore, we recommend that interested companies start the application process at least two to three weeks in advance to avoid missing the opportunity.
